What the site says
Under LAW_SECTIONS Chargebacks, the site notes: “National Financial Ombud Scheme (NFO) — banking division. 0860 800 900 · nfosa.co.za. (OBSSA amalgamated into NFO on 1 March 2024.)”
Operative facts (verified 2026-04-25)
The NFO is a one-stop, single-entry-point dispute-resolution scheme for financial-services complaints in South Africa, formed by the amalgamation of four predecessor schemes on 1 March 2024.
The four predecessor schemes that amalgamated into NFO
| # | Predecessor | Abbrev | Sector |
|---|---|---|---|
| 1 | Ombudsman for Banking Services | OBS / OBSSA | Banking |
| 2 | Credit Ombud | CO | Consumer credit |
| 3 | Ombudsman for Long-Term Insurance | OLTI | Long-term insurance (life, retirement annuities) |
| 4 | Ombudsman for Short-Term Insurance | OSTI | Short-term insurance (vehicle, home, etc.) |
What stayed separate
The FAIS Ombud (Ombud for Financial Services Providers) was not part of the amalgamation and continues to operate independently — it covers complaints about advice and intermediary services rendered by FSPs.
Recognition
The Ombud Council granted the NFO recognition as an industry ombud scheme on 23 February 2024 under section 194 of the Financial Sector Regulation Act 9 of 2017. Reference number: OC/001/24.
Background
The four schemes opened amalgamation discussions in early 2020. The June 2021 World Bank report on the role of the financial-sector ombud system in South Africa recommended consolidation. Draft rules and MOI for the amalgamated scheme were published in late 2023; operational launch followed on 1 March 2024.
Site reliance
LAW_SECTIONS[4].items.nfo in src/data/content.ts cites the full scope:
“OBSSA, Credit Ombud, OLTI and OSTI amalgamated into NFO on 1 March 2024. FAIS Ombud remains separate.”
The earlier “OBSSA-only” framing was widened on the 2026-04-25 audit pass. The site copy now matches this citation file’s scope.
